I think taking this out of Mason 2 would slow down adoption of Mason 2 dramatically. It introduces a significant incompatibility with legacy code. So, two codebases will be in need of support, diluting expert knowledge and creating an uncertainty in new adopters as to which version to choose. Maybe such is already true in Mason 2, but, if not, best to avoid. In developing new code, I use modules. However, installing new modules requires a restart of Apache and that's not always convenient. In a crisis, the new code may be necessary but restarting Apache may cause a mess of other problems. Being able to slide in a component is a nice way to solve the problem temporarily until a more convenient time to restart Apache.
