iproute2 can do outbound traffic shaping. Also there is a utility called
rshaper that is supposed to be able to do inbound traffic shaping. Some time
ago, I talked with Darren of "The NAT Page"
(http://www.uq.net.au/~zzdmacka/the-nat-page/) who told me he was working on a
