Rather than patching you should find and get the 2.2.17 kernel RPM
from the Redhat FTP site. I'm not sure the 2.2.19 kernel RPM includes
the VPN Masq support patches.
Alternatively you may just want to download the vanilla 2.2.19 kernel
sources from a kernel.org mirror site and use the 2.2.18 VPN Masq
patch.

After the VPN Masq patch is installed, you do need to set up the
correct firewall rules.

The HOWTO has examples.

I don't think it would help with this particular issue.
