The walkup networking scenario you described is handled by several
groups on campus here with a commerical product. Tut Systems
(http://www.tutsystems.com) SMS 2000 does exactly what you described.
A user can plug into its 'internal' network with any network
configuration setting (static IP from home, DHCP, whatever) and the
SMS will work its magic to communicate with the box. (I have no idea
how it does it, but I'm sure it's Linux under the hood.) The box can
do NAT or straight through addressing (even 1:1 mapping.) It has a
web based authentication system (that they package and sell with it,)
or you can roll your own.
Like I said, I don't know how to configure Linux to do all that but I
do know this product works for us. YMMV. I apologize if the plug is
