do you have a 2.2 kernel? ipmasqadm doesn't work
with 2.4 kernels that use the ipchains backwards
compatibility module.

is your kernel configured to support ipmasqadm
(CONFIG_IP_MASQUERADE_MOD) or do you get error
messages when you try to run it?

there's no need to reboot for /proc changes.
you only need to reboot when you reconfigure
and recompile or upgrade a kernel.

you could examine network traffic to analyse what is required
(tcpdump on internal and external interfaces of the masquerading host).
