it depends entirely on which telephone software you are talking about.
there are many different protocols. the first thing is to check the
software vendor's website to see what protocols their software is using.
there should be a page on what needs to be done to allow the application
to work through a firewall. most such sites have this information but
it's not always sufficient.

you could look at http://fwup.org/firewall.policy to see brief protocol
information on various telephony services. but i can't say whether fwup
handles all of them (i'm sure there are some that don't work).
