Since IP Masq is enabled as part of the FORWARDING ruleset, and packets
destined for your masq box are not being forwarded, masq will not apply.
I think you've got some other rulesets that you're enabling or disabling
at the same time, that affect the Samba traffic.
What do the Samba logs say? Enable some debug switches.
