I ran into that same "dial up" problem when I had *ALL* my
machines configured with (eg) 192.168.2.1 as the gateway, even the
dialup/firewall box which was in fact the 192.168.2.1 (machine)
gateway for the other masq boxes but it was the one doing the
dialing.
In short, do not list the gateway on the gateway box.
