Do these rates change depending on whether you are doing masq, or doing
the transfer directly from the firewall?

It really sounds like it is not a masq issue.  More like a TCP problem
or an ISDN-related problem.  If you can isolate that it only happens
when masqing, we may have an issue to deal with.
