Thanks for the reply Joe. Still didn't work though.
The file is called .../net/ipv4/ip_masq_h3231.c. I've added ip_masq_h323.o
to the end of the indicated line in the Makefile.
I did a make dep, make bzImage, make modules without error. When I did a
make modules_install I get the error "cp ip_masq_h323.o: No such file or
directory".

Never do that! The line has to contain the .o file.
Do a make dep before you do make modules. That builds the dependencies, and
should tell make to compile the .c file.
I actually did a full recompile of the kernel with
make dep; make bzImage; make modules; make modules_install
