You didn't give any information about your setup. 

However, I had a long thread here some months ago because I had the
exact same problem. David Ranch really tried to help but nothing
really worked at all. However, at the end he recommended that I use a
2.1.x kernel. Well after several months of messing around :-)). Some
folks are slow! I got the newer kernels runnning smoothly, and now my
downloads are the same weather it is from the firewall machine or a
computer behind the firewall. Well to put a long story it's much
better. A side benefit for reasons completely unknown to me my cable
modem connection is faster also.
