I think he doesn't want to use *any* proxy. I believe the ISP is using a
transparent proxy capturing all TCP port 80 traffic and sending it to
their proxy (Cisco Cache Engine, for example, can do this; I've never
worked with Squid).

Well, secure (https) connections occur on TCP port 443 (I believe) so
their transparent proxy won't redirect those. But you are correct, being
forced to use a proxy just doesn't cut it.
