Colin - this is from a Brookline 2008 study.
The only other nearby community in the Greater Boston area with
4-person minimum manning throughout the year is Boston. Cambridge,
Newton and Needham have 4-person manning on some vehicles and the
others have minimum manning of 3 or less. Some communities have
4-person manning during higher risk parts of the year and 3-person
manning during other months.
The report also says that for Brookline, 1.26 people are needed to
cover each position.
Brookline averages a response time of 3 minutes.
I noticed that Somerville L2 Grp2 has no officer - and Eng 7 Grp 4 has 2 women.
