- MetroRail Unit 22 was apparently a subway dispatcher - note that the
FD was in the tunnels while they could still hear trains moving

Boston has changed their procedures recently - now the FD calls for
either "immediate" shutdown of power, - or - "delayed" or "tiered" or
"staged" (something like that) shut down of power in the subway - in
the past, they only said "shut down the power" and it was kinda
assumed that the subway people would kill their power immediately

I guess a good procedure would be for the dispatcher to immediately
talk to the train dispatcher and ask if all trains were in safe
locations - if not, there would have to be very close coordination
between the fire dispatcher and the subway dispatcher - with some
really precise and accurate wording about the situation
