I think I know what they will do this year They will put 20 extra fire trucks and ambulances and cop cars in each town along the race. And they will stage at them at the local Fire HQ and local PD HQ. They will function as 1 giant task force without radios. They will follow the local chief around.
If you recognize that the radio systems are totally deficient, then just operate as if you dont have any radios.
