On the other hand - if there was a mass migration from UHF to 700 Mhz - the costs would be similar I suspect. All new subscriber radios, repeaters, and remote receivers would be needed. Moving from UHF to 700 would incur additional costs - such as new antennas - and trunking gear.
I suppose that technically Massachusetts could upgrade from UHF to 700 TDMA conventional.
