no mention of response times in LA Times article

fire started at 130 PM

fire hit Middletown at dark apparently per the video that I saw - maybe 7 PM

it is a 3 hour drive from San Francisco to Middletown - it is also a 3
hour drive from Sacramento to Middletown

what does that tell you?
