Massachusetts Department of Natural Resources (DNR) apparently started
their radio system on 31.34 and 31.38 Mhz. In 1947 they converted from
AM to FM. The 1972 CRB Radio Freq Directory does show both 31.34 and
31.38 licensed to Mass DNR. The FCC ULS did have a listing for mobiles
on 31.34 and 31.48 from 1997 to 2002 under callsign KA4601.

The Town of Sterling was also licensed for 31.34 as KCA364. They began
ops on the "DNR Network" approx 1940 ish. The Sterling fire wardens
used 31.34 until 1974.

Falmouth MA also shows a license for 31.34 in the 1972 CRB Directory.
KCA455 was the callsign.

MA DNR is now known as State Forest Fire Protection or Dept of
Conservation and Recreation or maybe DEC (Enviro and Conservation).
