The only changes have mainly been bug fixes. Though Marc Schoelin recently started contributing new features. No one messed with the UTF-8 code though... You're welcome to start hacking anytime. (I never use UTF8, and don't know anything about it.) If your change set is rather large, I might make a stable release consisting of 0.5.3 + bug fixes, and leave the UTF8 code in subversion for a more complete release later, But either way -- hack as you please.
