thank you for your thought provoking mail. I fully agree with your thoughts.
I am taking the liberty of sharing your mail with the science teachers
forum, yesterday I had written a mail about 'bookish' knowledge we may try
to instil in students through drill method v/s need to help students learn
and understand concepts so that they can apply them

your example of environment protection being much more than writing an
essay well, reflects my argument quite well.

do we want good essay writers who have not internalised the idea/concept?
or should we teachers work for conceptual understanding (which may be more
difficult than drill methods)?
