Thanks Mike. I checked the contents of all the .cvsignore files and compared 
them with propget svn:ignore. I removed every instance of .cvsignore, with 
the exception of toolkits/basemap/.cvsignore and 
toolkits/basemap-0.9.6.1/.cvsignore.
