The location of the image can be set by specifying the "extent" keyword, however, this is set in data coordinate. figimage may be close to what you want.

But it may not be difficult to implement. However, "annotate a plot with icons" is not enough to figure out what you really want. Maybe some screenshots from other plotting tool will be helpful.
