I have once used Simulink for doing such measurement. I wrote a paper and 
training material (did that as part of a project called "Development of a 
simulation methodology for power quality issues"), but is all in Portuguese (I 
am Brazilian). If you still think you could use that, let me know and I can try 
to find that for you.
