Currently, to use Ipopt requires that you have a MEX version of Ipopt that works in Matlab. I'm not sure what is involved in getting a similar interface working in Octave, but I suspect that once you get that piece figured out, MATPOWER should recognize and use it just fine from Octave without modification.
