In one of the paper I have studied, they have given these papers as the 
reference for maximum transfer capability constrained by voltage stability. 
Hope these papers have the answer. I have asked for these papers and will get 
it in few days.

(before outage and after outage). i.e. what indicator shows the Voltage 
stability margin ?
