When using runmarket, the values in gencost are overwritten by the 
corresponding "costs" defined by the offers and bids. So gencost is not 
optional, but the only thing that the original gencost values are used for is 
computing profit. So if you don't care about that you can just put dummy values 
in gencost and then provide offers and bids.
