 thanks a lot for replying me back .With P & Q  i mean active power constraint 
and reactive power constraint and voltage constraints .Again what can be limits 
for ieee14 bus if we increase PD by 10% as i want to find out how much losses 
will increase .The main objective is to find out losses if load changes. If we 
change load pf ,will it also affect losses.

Use scaleload (see help scaleload for details). If you want to increase both P 
and Q loads proportionally, simply use ...

mpc = loadcase('case14');
[mpc.bus, mpc.gen] = scale_load(1.1, mpc.bus, mpc.gen);

You don't need any extra constraints since the loads are fixed P and Q values.
