I did this for a smaller system by using the IEEE CDF format for an interim file:
1. Since I am creating an IEEE CDF format file the bus numbers can only be 4 digit. Renumber the buses in the PSSE case via Powerflow> Renumber buses> By subsystem, select all buses and start, say, with bus number 1. 2. Now save the case in IEEE format. 3. Use Matpower's cdf2matp to covert the IEEE formatted file into Matpower format. 4. I can't remember exactly but I think you may have to edit the IEEE CDF file before running cdf2matp.
