I haven't implemented anything like this. I was just suggesting a general 
approach that you might consider when choosing your own algorithm and 
implementing your own code.

For a single OLTC, I imagine that a simple greedy search algorithm might be 
adequate, but you will have to make that judgement. That is, run the 
simulation, then try increasing the tap ratio and run again. If that improves 
the voltage, continue increasing it little by little until it stops improving 
the voltage. If it makes it worse, then decrease the tap ratio little by little 
until it stops improving the voltage.
