I'm sorry, I don't have time to read the paper. You'll have to make the 
judgement of whether or not you have the knowledge and ability to design and 
program a wrapper around runopf or runmarket that implements an OLTC control 
loop for voltage control. I'm happy to try to answer questions specific to the 
use of MATPOWER, but questions about solving other problems not handled by 
MATPOWER (e.g. your OLTC voltage control problem) are outside the scope of this 
forum.
