If i understand your question well, i think you can do that by defining the
power limits for each transmission line in the network.
I'm also aware that you can enforce reactive power limits in your network
by the following commands
>> mpopt=mpoption('ENFORCE_Q_LIMS',1);
>> runopf(case.......);
i don't know tho if this is possible in the case of real power.
