The measurements are inputs. They are not derived from any other data related 
to the case. My guess is that the creator of test_se_14bus.m took values from a 
solved power flow case and added some noise to them to "create" measurement 
data to use as inputs to the state estimation problem.

To be more clear, I am not able to understand where are those measurements in 
measure variables coming from? I checked with the generator data for PG and QG 
and bus data for Vm and Va and branch data for the rest. The data in those 
generator,  bus and branch from the case file of the ieee14 bus system does not 
match with the idx and measure variables in state estimation file.

Is the data in test_se_14bus.m  file not obtained from the case14.m? If not can 
you let me know where it is obtained or is it just a sample data that is used 
for state estimation to compute z_est and compare with original measurements.

I'm not sure I understand your question? While I didn't write this code, my 
understanding is that the idx and measure variables are what you use to specify 
the quantities that you have measurements for. The state estimation problem 
finds the state of the system (set of bus voltages) that result in the closest 
match to the measured quantities.
