1. That is correct.
2. That isn’t technically a question. I don’t know why, but you may want to see 
FAQ #5 <http://www.pserc.cornell.edu/matpower/#pfconvergence> for ideas.
3. MATPOWER does not have any functions that return eigenvalues directly, 
though I don’t doubt that it has functions to help form some of your matrices 
of interest.
