I assume you mean that you also set QC1MIN = 0, QC1MAX = 0, QC2MAX = 4.84 and 
QC2MIN = -3.28?

If so, then I’m not sure where you are getting the 0.24 MVAr. The allowable 
range at 10 MW would be -3.28 to +4.84 MVAr … at 9.5 MW it would be 0.95 times 
those numbers, i.e. -3.12 to +4.60 MVAr.

Which is what you see.
