Please look carefully at section 6.4.3 and especially Figure 6-6 in the User’s 
Manual <http://www.pserc.cornell.edu/matpower/docs/MATPOWER-manual-5.1.pdf>. I 
think you may have gotten your Q1 and Q2 parameters switched.
