Notice in Figure 7-1 in the MOST User’s Manual 
<http://www.pserc.cornell.edu/matpower/docs/MOST-manual-6.0b2.pdf>, that the 
transmission lines entering bus 3, where the load is located, are constrained 
to 240 MW and 300 MW respectively. So there is no way for the network to 
deliver more than 540 MW to bus 3.
