The only way I know to do it with the current version of MATPOWER is to use a
highly restricted OPF to solve the desired power flow problem. Use PMIN and
PMAX restrictions to set the generation at PV buses (relaxed at the slack bus)
and VMIN and VMAX restrictions to set the voltages at the controlled buses.
