This is an interesting feature that I would like to see in Matpower. With the 
current version, we can use OPF to solve remote voltage control, like Ray has 
mentioned. The OPF problem should be formulated such that a group of generators 
(in one power plant) are coordinated to control a remote bus voltage (typically 
at the high side of the step-up transformer). I would set up the OPF as follows:

 - Restrict the active power at all generators, except for the slack bus.

- Use VMIN and VMAX restriction at the target bus. Relax VMAX elsewhere, 
especially at the generator buses that regulate the remote bus voltage.

- Additional constraints: Reactive power at regulating generators must be 
shared equally. Alternatively, you can impose a V-Q droop characteristic on 
each regulating generators.

- Other software, like PSS/E, allow you to choose whether the other generators 
in the system can help in regulating the remote bus voltage. You can simulate 
this option by restricting QMAX and QMIN at the non-regulating generators.

The only way I know to do it with the current version of MATPOWER is to use a 
highly restricted OPF to solve the desired power flow problem. Use PMIN and 
PMAX restrictions to set the generation at PV buses (relaxed at the slack bus) 
and VMIN and VMAX restrictions to set the voltages at the controlled buses.
