Dear Saad, It is always best to send your querries on the MATPOWER mailing list than to direct it to individual members. You will multiple and much better responses by mailing the list. I don’t think MATPOWER has a function that can do the state estimation as you’ve described in the document. However, it has all the necessary building blocks needed for you to write the code. I would suggest to go through the list of MATPOWER functions<http://www.pserc.cornell.edu//matpower/docs/ref/> and the manual<http://www.pserc.cornell.edu/matpower/MATPOWER-manual.pdf> as a first step.
