reactive power generation cost in test case9Q, case30Q and case30pwl

Dear friends,

In Matpower test cases case9Q, case30Q, and case30pwl, reactive power cost
data is given. I would like to know how that data is taken? I mean whether
it is assumed or it is calculated based on capability curve of each
generator? Is there any database or source in which reactive cost data of
other test cases is also given?
