In general reactive power costs are negligible for a generator. This capability 
was added to MATPOWER’s OPF to explore the behavior when a reactive cost is 
imposed (e.g. in the context of a market that includes reactive power offers).

So, in general, it is typical to assume zero costs for reactive power.
