In MOST, the length of the time period is set by the Delta_T field of the md 
input struct (see Table 5-6 in the MOST User’s Manual 
<http://www.pserc.cornell.edu/matpower/docs/MOST-manual-1.0.pdf>). The default 
is 1 (1 hour), but you can feel free to change it. The inter-temporal ramp 
limit will still be calculated from RAMP_30. For example, by default the limit 
on the period-to-period dispatch change is 2*RAMP_30. If you were to set 
Delta_T to 1/6, that is a 10-minute time step, then the period-to-period 
dispatch change would be limited to RAMP_30 / 3.

The loadmd() function does not have an input that lets you alter the Delta_T 
field, so you’ll have to modify it manually after calling loadmd().
