You are right that runpf() does not enforce voltage limits, but rather voltage 
set points of the generators. If you want to enforce voltage limits at all 
buses you will either have to use an OPF, or implement your own algorithm to 
control the generator voltage set points, switched shunt caps, transformer 
taps, etc.
