Looks like if you wanted to reproduce the same:

setfacl -m u::rw- /dev/video0
setfacl -m u:lukeo:rw- /dev/video0
setfacl -m g::rw- /dev/video0
setfacl -m m::rw- /dev/video0
setfacl -m o::--- /dev/video0

There a -R (recursive) option.  Directories can have default acls to spawn
same on child files and directories, by prepending a d: like d:u::rw-
