Hi Eric, Yes, actually, this was mean to be a demonstration of how users could add on their own workflow handlers. We are considering starting a sort of "handler repository" for institutions that want to share interesting handlers as well. This handler isn't done, but has a couple of outstanding tasks on it.
You would need to download the source from https://opencast.jira.com/svn/MH/contrib/workflow-operation-handlers/1.1.x/ and either follow the instructions in the template directory or the EmailWorkflowOperationHandler directory to see how to install a new handler. If you have questions about the handler or the process by which you can create a new one, please ask.
