It should be no problem to use whatever MB/CPU combo you would like.
Shouldn't need more than 4 gigs of memory, if you're filling up the
buffer then the settings for the video should be tuned down.  I think
faster clock speeds are better than more cores, but that could change
with live streaming (where multiple encodes are going at once).

Just be warned it's a high heat card.  And keep in mind when looking at
other boards that they have PCI slots, they are starting to vanish.

One of the goals of the system was to produce low heat, so we picked
that chip because it's only 25 watts.  Also, the PV-350 is a bulky
card, so picking an enclosure that fits it well (esp. if you have a
high heat sink) is important.

Finally, we recommend a certain power supply that aimed to minimize
both heat and space, this might not work best for you if you get a
beefier system.  For a single "one off" testing box not much of this
matters, but if you wanted to deploy 20 of them then you want to
consider some of these with respect to your classroom setup.

I know nothing about cameras, but we use the SNCRH124's from Sony.
