Yes, ideally.  You can just delete /opt/matterhorn and then follow the
1.3 install instructions if you like, otherwise you will have to delete
the source, built jars, and then update the felix config files.  It's
probably easier if you aren't really familiar with the system to just
start from scratch.  Maybe copy /opt/matterhorn to /opt/matterhorn-old
so you can use your old settings as a reference if you feel the need.
Ideally you would uninstall the 1.2 3rd party tools as well, but there
is no script to do this in an automated fashion so this is a lot of
work.  You can install the newer 3rd party tools overtop easily enough.
