My worker server has the following 

/opt/matterhorn/felix/conf/encoding/epiphan-split.properties

And 

FELIX_HOME=/opt/matterhorn/felix

BTW: I'm only using DVI and audio input sources on Ephiphan matterhorn ECD and 
I am running 2-3-1e1 firmware.

That file should be in $FELIX_HOME/conf/encoding. (Or encodings, I don't 
remember offhand) for a 1.3 install.  Otherwise Jaime's instructions are 
correct.
