For camera capturing we are using Blackmagic Decklink or Hauppauge PVR-3500 and some USB capturers (for example one from Digitus). I've also tried Hauppauge PVR-2500 and HVR-1600, almost the same as PVR-3500, and Bluecherry BC-H04. I've also have a Pinnacle around but I didn't play enough with it.
It's quite difficult for me to give a simple recommendation, it depends on what you are going for, budget limit, etc. - I'm not quite sure about Hauppauge's and other legacy cards, they are becoming obsolete and driver support might get worse on the future. - Bluecherry PVR-149 may be a good option for NTSC capturing. The support is quite limited but there it is. If I've tried it personally I will go for them, unfortunately I didn't. I'm sure somebody is using them with Galicaster. - Blackmagic Decklink is more versatil (HD and SD capturing), NTSC should be captured through components and the Linux support has been improved recently which is a good sign. It's more expensive than the others but it will respond to more scenarios - more cameras and formats. I will be happy to know if there are other cards on the market.
