jstat -gcutil shows pretty consistent young GCs at the rate of about one per 10
seconds, and no full GCs to speak of. Looks like CPU thrashing. I've
committed a potential fix, r10056, that changes how we index workflows. Rather
than committing to solr on each workflow change, we let solr handle committing
the changes every 1000 documents or 10 seconds, whichever comes first.
